The Saskatchewan Public Service Commission (PSC) is the central human resource agency for the Government of Saskatchewan. The Human Resource Service Centre (HRSC) provides human resource benefits and payroll administration services to government and acts as the central contact point for all employee general HR-related inquiries.
The HRSC is seeking a permanent Manager, Human Capital Management (HCM) Systems Support who considers innovation, client service, and the Commitment to Excellence among their highest priorities. The Government of Saskatchewan (GOS) is implementing a government-wide, cloud-based and integrated financial, human resource and procurement system called GEM, and this position will have a critical role in implementing the HCM Oracle system for government.
The Opportunity

Reporting to the Director, HR Information Systems and Analytics, this position is responsible for:
- Effectively leading a team by enabling individual performance, managing teams and relationships by creating an environment of trust, equity and
- positive culture, and facilitating collaboration within the branch and across the organization;
- Ensuring successful implementation of system changes and upgrades through cross-team collaboration and effective project and resource management;
- Managing all aspects of the human resource information technology systems that support human resources, benefits, payroll, costing, entitlements, security, time and labour and electronic timecard systems, currently provided by MIDAS (Oracle) and PSC Client timecard systems (Oracle), including implementing proactive IT management and security strategies and building and maintaining successful relationships with vendors and ministry contacts; and
- Supporting the effective implementation of GEM Human Capital Management (HCM) by contributing to implementation and sustainment planning, collaborating with other leaders involved in GEM implementation to identify and solve risks and issues, and leading change within the team and across the branch.

- Knowledge and experience in the management of organization-wide IT systems and software;
- Strong communication skills and the ability to work with and influence a variety of stakeholders; and
- The ability to successfully manage a diverse team while sustaining a positive work environment.
Typically, the knowledge and skills required for this position is acquired through a University Degree or diploma in Computer Science, Business, or an equivalent combination of education, experience and training, experience in the management and support of information technology systems, and a minimum 3 years’ experience in a leadership role with the proven ability to lead and manage a team in a professional setting.
